1. File - New.
Adjust your width & height. Background color: black. Add some gradient. (Any of your choice) Blend mode: OVERLAY.
2. Make 3 new layers. Fill those with black. The 3 new layers should have “Color Dodge” as the Blend Mode.
3. Hide all the layers first. Click the eye icon inside the small square to hide.
4. Do these:
- Select the Ellipse Tool. Make a circle.
- Right click - Blending Options.
- Set the fill opacity to: 55%.
- Check stroke. Set the size to 7
- Position: Inside
5. Edit - Define Brush Preset. Name it as: “Bokeh”
6. These must be your brush settings. Brush color: White
7. Show all the layers. Click the empty small square icon.
We’ll do the first set on Layer 2.
8. Click anywhere. The brush will spread. After, go to filter - gaussian blurr. The radius to 4 or 5. Do the same to layer 3, the blurr radius must be 2-3. Have a smaller brush size for layer 3. For layer 4, do the same, blurr radius to 0.2- 1.
This is a sample.
Play around with Photoshop. This is my final result.
